RutoWallet virtual cards are designed for eligible everyday payments with supported merchants that accept the relevant card network.
However, some merchant categories, industries, countries, organizations, and transaction types may be restricted. This means users may not be able to use a RutoWallet virtual card for certain payments, even if the merchant appears to accept Visa or Mastercard.
RutoWallet may block, decline, or restrict card transactions based on card network rules, issuer requirements, compliance obligations, sanctions requirements, merchant category, region, risk controls, or internal security review.
Restricted Merchant Categories
RutoWallet virtual cards may not be used for prohibited or restricted merchant categories, including but not limited to:
- Explosives, weapons, small arms, ammunition, or related goods
- Wire transfer services, money orders, or similar money movement tools
- Drugstores, proprietary drugs, controlled substances, or restricted medical products
- Antique shops
- Pawn shops
- Direct marketing services
- Travel-related arrangement services where restricted by the card provider or issuer
- Stamp and coin stores
- Cigar stores, tobacco-related merchants, or restricted smoking products
- Financial institutions or restricted financial-service merchants
- Merchants connected to prohibited, sanctioned, or high-risk activities
This list is not exhaustive. Other merchants or merchant categories may also be restricted depending on the card provider, issuer, card network, compliance requirements, or local regulations.
Restricted Countries and Organizations
RutoWallet virtual cards cannot be used with merchants, companies, organizations, or individuals connected to restricted countries, sanctioned regions, banned entities, terrorist organizations, or other prohibited parties.
Transactions may be blocked if the merchant, payment processor, beneficial owner, location, or service is connected to a restricted or sanctioned country, organization, or person.
RutoWallet may also restrict card usage where required by law, card network rules, issuer policies, sanctions programs, compliance obligations, or internal risk controls.
Transaction Declines
If a card transaction is attempted with a restricted merchant, restricted category, restricted region, or prohibited organization, the transaction may be declined automatically.
A declined transaction does not always mean there is an issue with the user's card balance. It may mean the merchant, country, category, or transaction type is not supported.
In some cases, failed or declined transactions may still result in provider-related fees, depending on the user's card plan and card provider rules.

Card acceptance depends on the merchant, merchant category code, card network, card issuer, payment processor, country, risk checks, and compliance requirements.
Users should avoid attempting transactions with restricted merchants, prohibited categories, sanctioned entities, or restricted countries. RutoWallet may block or decline such transactions to protect users and comply with applicable requirements.
